Top French official and cooperator. Doctor of Law, State Councilor and Secretary General of the Ministry of Education under the Second Empire, his administrative career ended with the fall of the Empire. He then became involved in the various fields of social economy, becoming in 1879 one of the organizers of a conference which was the starting point of the Society for the Study of profit sharing. In 1888 he created at Versailles a consumer cooperative and the Protestant Association for the practical study of social issues, along with Charles Gide and Jules Siegfried. Initiator of a particular class of "social and industrial economy" at the Universal Exhibition of 1889, the same year he appeared among the founders, with Jules Siegfried, the French Society of cheap dwellings. In 1890, he lives entrust the General Secretariat of the Cooperative Union. In 1896 he also became vice-president of the Museum office, which he had been one of the co-founders.
