US Senator, US Congressman. Born near Marion, Kentucky, he studied law and became an attorney in 1891. Elected as a Democrat to represent Kentucky's 1st District in the United States House of Representatives, he served from 1903 to 1913. He did not seek renomination in 1912, and instead was elected to represent Kentucky in the United States Senate. He served from 1913 until his death in 1918. While a Senator, he was the chairman of the Committee on Patents. A strong supporter of President Woodrow Wilson, he upheld the president's sentiments in his final speech in 1918 regarding America's conduct in World War I. He was quoted as declaring that "Liberty will be safe and Americanism secure". He was a delegate to the Democratic National Convention on four different occasions and also supported the suffrage amendment.
