Tennessee Governor. At the age of seventeen, he became a traveling salesman, went on to be co-partner of the Marshall Gazette and later on became sole owner-publisher of the newspaper. He was also a well-known auctioneer of livestock and successful in real estate. He was a member of the Marshall County Court, (1915-42) and Mayor of Lewisburg Tennessee, (1917-42). He was elected as a Democrat to the Seventy-eighth Congress, serving (1943-45). In 1945, he was elected as a Democrat the 40th Governor of Tennessee, serving until 1949. During his two terms in office, he secured larger appropriations for Tennessee's public schools and enacted a right-to-work legislation. He was also instrumental in securing a two-percent state sales tax in 1947, which was not favorable in public reaction. After leaving office, he resumed the publishing business, served as a member of the Tennessee Constitutional Convention in 1953 and was appointed commissioner of Conservation by Governor Frank Clement, in 1953. At the time of his death, he was the third oldest Governor in Tennessee history.
