U.S. Senator. During World War I, he served as a Private in the 110th Field Artillery, 29th Division, U.S. Army, (1917-18). After the war, he attended Johns Hopkins University, (1919-21), graduated from the University of Maryland Law School, in 1926, was admitted to the bar in 1926 and commenced the practice of law in Baltimore, Maryland. He was a member of City Service Commission of Baltimore, (1947-49). In 1950, he was elected as a Republican to the United States Senate, serving until 1963. Not a candidate for reelection, he lived in retirement until his death at age 80 from a heart attack while on vacation in North Carolina.
