He graduated from the University of Texas law school in 1891 and practiced law in San Augustine, also becoming active in civic organizations including the Texas State Historical Association. Broocks served in the Texas House of Representatives from 1893 to 1895, after which he relocated to Beaumont. In 1896 he was elected District Attorney of the Texas first judicial district, serving one term. He planned to run for District Judge in 1900, but the failing health of his parents resulted in his move back to San Augustine to care for them. In 1904 he was the successful Democratic nominee for a seat in the US House of Representatives, succeeding incumbent Samuel B. Cooper by defeating Republican Andrew Jackson Houston, the son of Sam Houston. Broocks survived a challenge to his election and served one term, 1905 to 1907. Failing health prevented Broocks from running for reelection in 1906, and he was replaced by Cooper, afterwards returning to the practice of law in San Augustine.
