U.S. Congressman. He attended the Bethel Military Academy, the University of Virginia, graduated from the law department of the University of Arkansas, in 1903, was admitted to the bar and proceeded to practice law in Little Rock, Arkansas. During World War I, he served as a 2nd Lieutenant in the U.S. Army Infantry. After the war, he resumed to practice law, was a member of the Little Rock School Board, (1929-33) and a member of the Arkansas State House of Representatives in 1933. Later that same year, he was elected as a Democrat to the Seventy-third Congress to fill the vacancy caused by the resignation of Heartsill Ragon, reelected to the Seventy-fourth Congress and to the next three succeeding Congresses, serving until 1943. Not running for reelection, he returned to the practice of law and served as director of the Division of Flood Control Water and Soil Conservation of the Arkansas Resources and Development Commission, (1945-53). The Terry Elementary School in Little Rock, Arkansas, was named in his honor after his death.
