Betsey was born in Washington, D.C., to Senator and Mrs. J. W. Fulbright.
Her family gave her a life-long interest in and concern for the world around her.
She attended the Garrison Forest School and Bryn Mawr College.
She worked for the World Bank, and in 1960, married Dr. John Winnacker.
In 1970, the Winnackers moved to Columbia. Betsey was an enthusiastic Tiger fan, often seen wearing black and gold.
She was a loyal supporter and volunteer with many community organizations and an active member of Calvary Episcopal Church, where she served in many capacities.
Betsey was a devoted friend and loved her family. Her unselfish spirit and quiet sense of humor endeared her to many.
She was the proud mother of Liz (Radu) Gheorghita and Matt Winnacker.
She doted on her five grandchildren and her cherished pets.
Betsey was preceded in death by her parents and her sister, Roberta Foote, of Coral Gables, FL.
A memorial service will be held at Calvary Episcopal Church on Friday December 22nd at 11 am.
