Her mother was a house servant of the Thurmonds in the small Southern town of Edgefield, SC. About six months after the death of Thurmond, Mrs. Williams, at the encouragement of her family, publicly announced the identity of her birth father.

Mrs. Williams was raised from a very young age by her mother's elder sister, Mary, and her husband, John Washington in Coatsville, Pa. She met her birth mother when she was about 13 and birth father at age 16. Thurmond funded her education to South Carolina State College and visited her there many times. Additionally, she travelled to his office in Washington, DC several times to visit him.

She stopped attending college to marry Julius Thomas Williams, II, on June 21, 1948 in Henderson County, NC, and they had a family of four children; however, Mr Williams, a lawyer, died in 1964. Thurmond increased his financial support to the family after Mr. Williams' death. Mrs. Williams was a school teacher for 30 years in California.

She was survived by three children, three half-siblings, grandchildren, and
