Governor of South Carolina. He was the son of Henry A. and Elizabeth A. Jones Cooper and the husband of Mamie Eugenia Machen Cooper. He was a member of the South Carolina House of Representatives during the years 1900-1904. He went on to serve as Governor of South Carolina during the years of 1918-1922 and served on the Federal Farm Loan Board from 1922-1927. He was also a US Judge for the District of Puerto Rico from 1934-1947. Inscription: Legislator 1900-1904, Governor of SC 1918-1922, US Judge, Dist. of Puerto Rico 1934-1947.
