U.S. Senator. In 1881, he graduated from the U.S. Naval Academy as an Ensign and served until 1883. After leaving the Navy, he was employed as a clerk in the Post Office Department, Washington, D.C., (1883 to 1887), graduated from the National Law School, Washington, D.C., in 1887, was admitted to the bar in 1888 and practiced law in Baltimore, Maryland. He also engaged in banking and manufacturing and was a member of a stock brokerage firm until 1901. Entering politics, he was chairman of the State Roads Commission of Maryland (1912 to 1916) and Treasurer of the Republican National Senatorial Committee (1918 to 1920). In 1921, he was elected as a Republican to the U.S. Senate, serving until 1927. An unsuccessful candidate for reelection, he resumed the practice of law until his death.
