U.S. Senator. He graduated from Castle Heights Military Academy, Carson-Newman College, and the University of Tennessee and became a successful road-building and banking contractor. Entering politics, he was a member of the Tennessee State House of Representatives (1933 to 1935) and commissioner of the Tennessee State Highway Department (1934 to 1935). In 1963, he was appointed as a Democrat to the U.S. Senate to fill the vacancy caused by the death of Estes Kefauver and served until 1964. Not a candidate for election, he was a trustee for the University of Tennessee and president of Walters & Prater, Inc. until his death.
