US Congressman. Born in Vanlue, Ohio. Ralph attended public school before enrolling in Findlay College of Findlay, Ohio, from which he graduated in 1896. After graduating from college Ralph served as the deputy clerk of Hancock County, Ohio. During this period he also began to study law, attending Ohio Northern University College of Law. He was admitted to the bar in 1900 and commenced practice in Findlay, Ohio. He was a member of the State house of representatives from 1900 to 1904. Ralph was elected as a Republican to the Fifty-ninth, Sixtieth, and Sixty-first Congresses in March, 1905 to March, 1911. But, was a unsuccessful candidate for renomination in 1910 to the Sixty-second Congress. Ralph resumed the practice of law in Findlay, Toledo, and Columbus, Ohio. He enlisted in the United States Army in June, 1917, serving overseas as major and lieutenant colonel in the Thirty-seventh Infantry Division, taking part in many major engagements. He was honorably discharged from the service in April, 1919. Ralph sustained serious injuries in an automobile accident near Parkman, Geauga County, Ohio, from which he died in Warren, Trumbull County, Ohio. At the time of his death he was 58 years old.
