U.S. Senator. Moving to North Carolina, he graduated from Atlantic Collegiate Institute in 1905, from Trinity College in 1910, from Duke University Law School in 1912, was admitted to the bar and commenced to practice law in Raleigh, North Carolina. He was the inheritance tax attorney of North Carolina at the advent of World War I, when he enlisted in the U.S. Army and served at Fort Monroe, Virginia. After the war, he was a member of the North Carolina State House of Representatives (1928 to 1932). After World War II, he served as a legal observer at the Nuremberg Trials in 1946. He was a U.S. delegate to the Interparliamentary Union in Istanbul, Turkey, in 1951 and served as chairman of the American delegation to the Interparliamentary Union in Bern, Switzerland, in 1952. In 1950, he was elected as a Democrat to the U.S. Senate to fill the vacancy caused by the death of J. Melville Broughton and served until his death.
