U.S. Congressman. He attended Horner Military Academy, the University of North Carolina, studied law, was admitted to the bar in 1916 and commenced to practice law in Oxford, North Carolina. He was chairman of the North Carolina Granville County Democratic Executive committee in 1924, served in the North Carolina State Senate, (1926-28), a member of the North Carolina State House of Representatives, (1928-30) and trustee of the Colored Orphanage of North Carolina, (1920-30). In 1930, he was elected as a Democrat to the Seventy-first Congress to fill the vacancy caused by the death of Charles M. Stedman, reelected to the Seventy-second, the Seventy-third, Seventy-fourth and Seventy-fifth Congresses, serving until 1939. After leaving Congress, he was member of the Federal Home Loan Bank Board, (1939-42), special representative of the Reconstruction Finance Corporation, in 1943, administrator of the Farm Security Administration, (1943-45) and president of the Commodity Credit Corporation, (1944-45). He also was judge of Granville County Recorder’s Court, (1950-52) and practiced law until his death at age 74.
