Governor of Texas. He was elected governor of Texas in 1968 and served two terms. He relied on old-fashioned electioneering such as personal contacts, face-to-face campaigning and direct mail to get elected. He was instrumental in passing the state's first minimum wage law. During his tenure he focused on education and criminal justice, pushing for the first comprehensive drug abuse program in Texas. He was associated with Texas Tech for more than a decade and helped raise $500 million in what was the school's first major fund-raising effort.
