U.S. Congressman, U.S. Senator. Moving to Dakota Territory, he established the Grand Forks News, in 1881 and the Inter-Ocean at Devils Lake, in 1883. He was Mayor of Devils Lake, (1885-88) and a member of the Republican National Committee, (1888-89). Upon the admission of North Dakota as a State into the Union, he was elected as a Republican to the Fifty-first Congress, serving (1889-91). Not seeking reelection, he was elected as a Republican to the United States Senate, serving (1891-1909). An unsuccessful candidate for reelection resumed his former newspaper business pursuits and later died in retirement at age 85.
