U.S. Congressman. He graduated from Westminster College Missouri in 1889, moved to Washington, D.C. in 1890 and was employed in the Census Office. He then studied law at Columbian University, was admitted to the bar, moved to Elkins, West Virginia, in 1893 and practiced law. He also engaged in the coal, railroad and timberland business, plus was member of the West Virginia State Senate, (1908-12). In 1913, he was elected as a Republican to the Sixty-third and Sixty-fourth Congresses, serving until 1917 and elected as a Republican to the U.S. Senate, serving (1917-23). Defeated for reelection, he was vice-president of the West Virginia Board of Trade, chairman of the West Virginia Good Roads Commission and appointed Alien Property Custodian by President Calvin Coolidge, (1925-33).
