U.S. Congressman, U.S. Senator. Born in Henry County, Virginia, he was a successful farmer and tobacco manufacturer. He was a member of the Virginia State Board of Agriculture, (1910-13), Mayor of Martinsville, (1912-14) and U.S. Marshal for the western district of Virginia, (1914-21). He also served with the Virginia State transportation and public utility advisory commission in 1929 and was a member of the Virginia, State board of education, (1930-31). In 1931, he was elected as a Democrat to the Seventy-second Congress and to the next seven succeeding Congresses, serving until he resigned in 1946. He was then was appointed to the United States Senate to fill the vacancy caused by the death of Carter Glass, serving May 31, 1946, until November 5, 1946. Not a candidate for election, he was chairman of Governor’s Commission on Reorganization of the State Government in 1947. He died of a heart attack at age 81 in Martinsville, Virginia.
