U.S. Congressman, U.S. Senator. He graduated from the College of New Jersey in 1774, studied law, was admitted to the bar in 1779 and commenced to practice law in Boston, Massachusetts. Entering politics, he was a member of the Massachusetts State House of Representatives (1786-96) and served in the Massachusetts State Senate (1799-1800). In 1800, he was elected as a Federalist to the U.S. Senate to fill the vacancy caused by the resignation of Benjamin Goodhue, serving until 1803. He then was again a member of the Massachusetts State Senate (1803-04) and served in the Massachusetts State House of Representatives (1805-08). In 1817, he was elected to the Fifteenth and Sixteenth Congresses, serving until his resignation in 1820. After leaving Congress, he engaged in the practice of law until his death.
