Governor of Maine. He graduated from Bates College in 1897, received a master's degree from Harvard University in 1899, and settled in Island Falls, where he became active in the lumber business. A Republican, he was elected to the Maine House of Representatives in 1904, and in 1908 he was elected to the Maine Senate. From 1913 to 1915 he was President of the Senate. In 1916 Milliken was elected Governor as the nominee of the Progressives and Republicans, who decided to run a fusion candidate after their 1914 split had enabled a Democrat to win. Milliken was reelected in 1918. A devout Baptist, as Governor, he made enforcement of Prohibition a priority. After leaving office in 1921 he was named Executive Secretary of the Motion Picture Producers and Distributors Association (now the Motion Picture Association of America), where he worked until his 1947 retirement. Milliken died in a nursing home after having been in declining health for several years.
