U.S. Senator. He attended Newark Academy, Delaware College, graduated from Yale College in 1861, studied law at the Harvard Law School, was admitted to the bar in 1864 and commenced to practice law in Wilmington, Delaware. During the Civil War, he served as Deputy Attorney General in the Union Army. After the war, he was the United States Attorney for Delaware, (1869-76). In 1889, he was elected as a Republican to the United States Senate, serving until 1895. An unsuccessful candidate for reelection, he resumed the practice of law until his death.
