United States Naval Admiral, US Senator. He graduated from Naval Academy in 1897 and served in the Spanish American War. During World War I, he was commander of submarine operations in the Atlantic and Pacific and after war as Rear Admiral in command of the Submarine Force, US Fleet. He was promoted full Admiral in 1939, commander of the Asiatic Fleet and was the Allied Naval Commander of the American-British-Dutch-Australian Forces, during World War II. In 1945, he was elected as a Republican from Connecticut, to the US Senate to fill the vacancy caused by the death of Francis T. Maloney, serving until 1946.
