U.S. Congressman. He graduated from Bowdoin Collegewick Maine, in 1935, was a planning technician on the National Resource Planning Board, (1939-42) and was an economist for the United States Department of State, (1942-43). During World War II, he served as a Sergeant in the U.S. Army, (1943-46). After the war, he graduated from Harvard University, in 1947, was senior economist for the Council of Economic Advisors, (1947-53) and was president of Resources for the Future Incorporated, (1953-74). In 1975, he was elected as a Democrat to the Ninety-fourth, Ninety-fifth and Ninety-sixth Congresses, serving until 1981. An unsuccessful candidate for reelection, he was the Virginia secretary of human resources, (1982-86) and professor of political economy, at George Mason University, from 1986, until his death from cancer at age 78.
