U.S. Congressman. Born the son of Congressman William Augustus Hall, he graduated from Mount Pleasant College, in 1873 and served as superintendent of schools at Moberly, Missouri. He founded an academy at Prairie Hill, served as its president, studied law, was admitted to the bar in 1879 and practiced law in Moberly, Missouri. In 1893, he was elected as a Democrat to the Fifty-third and Fifty-fourth Congresses, serving until 1897. Declining to be a candidate for re-nomination, he was president of Pritchett College, (1897-1901) and founded the Hall West Point-Annapolis Coaching School Missouri, serving as its president-supervisor, (1918-30).
