U.S. Congressman, Nebraska Governor. Educated at New York Conference Seminary, he was a teacher when he studied law, was admitted to the bar in 1857 and established a law firm in Fort Plain, New York. During the Civil War, he served as Captain in Battery K, 1st New York Light Artillery, Union Army. Wounded in battle, he was discharged in 1862. He moved to Nebraska, in 1864, where he continued to practice law and was a member of the Nebraska Territorial House of Representatives, in 1866. He was an associate justice of the Nebraska Supreme Court, (1867-73) and was elected as a Republican to the Forty-third and Forty-fourth Congresses, serving (1873-77). After his term, he was collector of Internal Revenue for the district of Nebraska, (1879-83) and was Assistant Secretary of the United States Treasury, (1891-92). In 1892, he was elected the 8th governor of Nebraska, serving until 1895. Declining to be a candidate for reelected, he served briefly in the Nebraska State Senate in 1901.
