US Congressman, Wyoming Governor. Born in Westport, New York, he studied medicine, graduated from the University of Vermont in 1880, moved to Rawlins, Wyoming and commenced to practice medicine. He was a member of the Wyoming Territorial Legislature (1883-85), served as chairman of the Territorial penitentiary building commission in 1888 and as Mayor of Rawlins, in 1888. In 1893, he was elected Governor of Wyoming and served until 1895. He declined to be a candidate for reelection for Governor when elected as a Democrat to the Fifty-fifth Congress, serving (1897-99). Declining to be a candidate for re-nomination, he was a member of the Democratic National Committee, (1900-20) and was First Assistant Secretary of State, (1913-17). He then was chairman of the board of the Rawlins National Bank and raised stock, until death at age 84 in to Rawlins, Wyoming.
