U.S. Congressman. He attended Dartmouth College, graduated from the law department of the University of Maine in 1916, was admitted to the bar and practiced law in Sanbornville, New Hampshire. He was a member of the New Hampshire State House of Representatives (1917, 19, 21) and elected as a Democrat to the Sixty-eighth Congress, serving (1923-25). After leaving Congress, he resumed the practice of law and was moderator of the town of Wakefield, New Hampshire. In 1932, he was elected to fill the vacancy in the Seventy-second Congress caused by the death of Fletcher Hale, reelected to the Seventy-third and Seventy-fourth Congresses, serving until 1937. Not a candidate for re-nomination, he continued the practice of law until his death.
