US Senator. Born in Stenton, Philadelphia County, Pennsylvania, he was sent to England for his schooling and graduated in medicine from the University of Edinburgh, Scotland, in 1779. Returning to Pennsylvania, he worked in the field of scientific farming, published several agricultural pamphlets and was a member Pennsylvania State House of Representatives, (1785-89, 1795-96, 1799). While in Pennsylvania State House of Representatives, he went to France in 1798, to diplomat unofficially for a better understanding between the two Governments. This resulted in the Logan Act of 1799, prohibiting a private citizen from undertaking diplomatic negotiations. In 1801, he was elected as a Democratic Republican to the United States Senate to fill the vacancy caused by the resignation of John Peter G. Muhlenberg, serving until 1807. Declining to be a candidate for reelection and despite the Logan Act, he went to England in 1810, on a private diplomatic mission as an emissary of peace, but was unsuccessful. He died at age 67 in Philadelphia, Pennsylvania.
