U.S. Senator, U.S. Congressman. He was the nephew of Benjamin Franklin, studied law in Burlington, admitted to the bar in 1776 and commenced to practice law in Gloucester City, New Jersey. He was clerk of Gloucester County Court in 1776 and during the Revolutionary War, he served as a Major assistant quartermaster for Gloucester County. After the war, he remained in the New Jersey Militia and rose to the rank of Major General. He was prosecutor of pleas in 1777, was appointed first surrogate of Gloucester County in 1785, was a member of the New Jersey State General Assembly, (1786-89) and served in the New Jersey Line during the Whiskey Insurrection of 1794. In 1798, he was appointed to the United States Senate as a Federalist to fill the vacancy caused by the resignation of John Rutherfurd, serving until 1799. He was then elected as a Federalist to the Sixth Congress, serving (1799-1801). Not a candidate for re-nomination, he resumed the practice of law and was appointed master in chancery in 1826.
