Kansas Governor. He attended Central University, entered the newspaper business, moved to Kansas in 1871 and bought the Marion County Record newspaper in 1874. Entering politics, he served as a member of the Kansas House of Representatives, (1889-91, 93-95). In 1904, he was elected as a Republican the 17th Governor of Kansas, serving until 1909. During his two terms, new laws were enacted t0 include, a bank guaranty law, an anti-free pass act, a party primary law, a new pure food law, a child labor law, a freight rate bill, a new three-man commission was authorized to review railroads, taxation measures were restructured and improvements were sanctioned in the juvenile courts and in state institutions. After leaving office, he served on the Kansas Board of Administration, (1913-19) and continued as publisher of the Marion CountyRecord until his death.
