US Congressman, US Senator. He was the son of William Solomon and Amalie Rayner. Educated at the University of Maryland and the University of Virginia, he studied law and was admitted to the Maryland bar in 1871. He was a member of the Maryland State House of Delegates (1878 to 1884) and a member of the Maryland State Senate (1885 to 1886). In 1887, he was elected as a Democrat to the Fiftieth Congress, served until 1889, and was reelected to the Fifty-second and Fifty-third Congresses, serving from 1891 to 1895. He declined to be a candidate for renomination, when appointed Attorney General of Maryland, serving (1899-1903). In 1905, he was elected as a Democrat to the United States Senate and served until his death at age 62.
