Presidential Cabinet Secretary. He served as a Private in the Continental Army in the Revolutionary War. He was appointed as the Secretary of the Navy during President Thomas Jefferson's Administrations, serving from 1801 to 1809. He was then appointed as Secretary of State during President James Madison's Administration, serving from 1809 to 1811.
