Michigan Governor. After graduating from the University of Michigan in 1899, he established a successful business career in real estate, banking and railroad construction. He was the Democratic county chairman in 1911, Mayor of Alpena Michigan, (1913-14), on the board of regents of the University of Michigan, (1914-16) and a member of the Democratic National Committee, (1924-30). In 1932, he was elected as a Democrat the 33rd Governor of Michigan, serving until 1935. During his tenure, the state's first sales tax law was authorized; an old age pension system was initiated, a trust commission was established and an eight-day bank holiday was affirmed, which later led to President F. D. R. announcement of a national holiday. After leaving office, he served as a member of the Michigan Civil Service Commission, (1939-40) and as a member of the Detroit City Council, from 1942 until his death at age 71.
