New Hampshire Governor. He graduated from Dartmouth Medical School in 1913 and started practicing medicine in Concord, New Hampshire in 1915. During World War I, he served as Lieutenant Colonel Surgeon in the U.S. Army Medical Corps. After the war, he established a successful medical practice, entered politics, serving as a member of the New Hampshire House of Representatives (1935-36) and was a member of the New Hampshire State Senate (1937-40). In 1941, he was elected as a Republican the 75th Governor of New Hampshire, serving until 1945. In his term during World War II, measures were initiated such as the rationing of gasoline, the creation of the state council of defense, also a state employees’ classification system was set-up, a biennial budget plan was implemented and the state deficit was eliminated. After leaving office, he continued to stay politically active, serving as a member of the Republican National Conventions, (1944-60).
