New Hampshire Governor. Born in Billerica, Massachussetts, he became a successful railroad contractor, overseeing the construction of tracks in New Jersey, Pennsylvania and New York. He moved to New Hampshire to hold executive positions for several railroads. His interest in politics led to him being elected to the state senate in 1862. He was elected governor in 1869 and served until 1871. While governor he reduced the state's post-Civil War debt by one third and state taxes by nearly one half.
