US Presidential Cabinet Member. He graduated from Trinity College, in 1888 and received a bachelor of laws degree from National University, in 1901. He was a member of the South Carolina House of Representatives (1892-94), was a clerk for the US Senate Committee on Interstate Commerce (1893-97), worked at the US Census Bureau (1900-10) and was the clerk of the Ways and Means Committee in the US House of Representatives, (1911-13). Under President Woodrow Wilson’s Administration, he served as first assistant postmaster general in the Wilson’s Administration (1913-16), as vice-chairman of the US Tariff Commission (1917) and as commissioner of the Internal Revenue, (1917-20). In 1933, President Franklin D. Roosevelt appointed Roper the 7th US Secretary of Commerce and he was credited for the establishment of the Business Advisory Council. After his resignation from the cabinet in 1938, Roper was named US Chief of Minister to Canada in 1939.
