Kansas Governor. After earning a law degree from Washington University, he established a legal career in Sibley, Iowa. During World War I, he served as an Ensign in the U.S. Navy. After the war, he practiced law in Parsons, Kansas and served as Attorney of Labette County (1923-27). He also served as a member of the Kansas State Senate (1929-37). In 1939, he was elected as a Republican the 28th Governor of Kansas, serving until 1943. During his two terms, a department of labor was established, a department of revenue and taxation was organized, the highway commission was given authority over the vehicle department, a teacher's pension plan was implemented, a small permanent building fund for schools was authorized, and the state fire marshal's office, the hotel commission, and the inspector of restaurants were re-established. After leaving office, he practiced law until retiring in 1962.
