U.S. Senator. He moved to Roseburg, Oregon, was deputy assessor of Douglas County (1909-16) and Assessor of Douglas County, (1917-20). During World War I, he served as a Private in the Field Artillery, US Army. After the war, he studied law, was admitted to the bar in 1920, commenced to practice in Roseburg, Oregon and was District Attorney of Douglas County, (1923-35). In 1944, he was elected as a Republican to the United States Senate to fill the vacancy caused by the death of Charles L. McNary and served until 1955. An unsuccessful candidate for reelection, he was chairman of Committee on Interior and Insular Affairs and engaged in the practice of law in Washington, D.C., until his retirement in 1962.
