US Senator. Attended local schools. School teacher, 1848-59. Studied law, admitted to bar, 1859, practiced in Washington, DC. Enlisted in Union Army, 1862. Promoted to captain. While serving on staff of 84th Colored Infantry Regiment, appointed president, board of education and superintendent of education for Louisiana during Union military government. Appointed superintendent of education for freedmen in Mississippi, 1867, and enrolled nearly 14,000 black children in school. Elected Mississippi superintendent of education, 1869, enrolling 66,000 students in 3,000 schools. Elected to US Senate and served from February 3, 1874 to March 3, 1875. Appointed postmaster of Vicksburg, 1875. Author "Self-government in Louisiana," 1875. Delegate, Republican national convention, 1876. Established and edited Mississippi Educational Journal. Moved to Dakota Territory, 1881 and settled in Watertown. Appointed receiver of US land office in Watertown 1881-85, working to settle claims by white landowners who were evicted after a federal order allowing them to settle on Winnebago and Crow Creek Reservations was revoked. State senator, 1904.
