He attended Iowa State College, the University of Chicago Law School, moved to Mitchell, South Dakota, in 1884, worked as a stenographer, was admitted to the bar in 1896 and commenced to practice law in Mitchell. He was clerk of the Ohio State Senate, 1896, was Ohio State Attorney, (1904-06), a member of the Ohio State Senate, (1909, 11, 29) and president of Mitchell school board, (1924-34). In 1936, he was elected as a as a Democrat to the United States Senate to fill the vacancy caused by the death of Peter Norbeck, serving until 1938. An unsuccessful candidate for nomination, he resumed the practice of law until his death.
