US Senator. Born in Germany, he immigrated to the United States in 1857. He attended Oregon schools and studied law, served in the Oregon State Senate from 1880 to 1898, and was a member of the National Republican Committee from 1892 to 1896. He was elected as a Senator from Oregon to the United States Senate, serving from 1898 to 1903. After his term in the Senate, he served as Mayor of Portland, Oregon from 1909 to 1911.
