U.S. Congressman. After graduating from the law department of Willamette University, in 1888, he was principal of the Umpqua Academy Oregon, (1884-86) and president of the Oregon State Normal School, (1888-91). Admitted to the bar, in 1893, he practiced law, was president of Willamette University, (1893-1902) and was a member of the National Forest Reservation Commission. In 1907, he was elected as a Republican to the Sixtieth Congress and to the next twelve succeeding Congresses, serving until 1933. Defeated for re-nomination, he resumed the practice of law until his death.
