United States Army Lieutenant General. Aide to seven United States Presidents, ranging from President Truman to President Bush. Served as United States Ambassador to Germany and to the United Nations.. He had a long and distinguished career in public service, with his diplomatic and military career spanning over 50 years. He helped shape the Marshall Plan after World War II, served as Deputy Director for the Central Intelligence Agency during Wategate, briefed Henry Kissinger during the Vietnam War, and represented the United States on the NATO Standing Committee. His service is reflected in his belief that "the United States was the only real chance Freedom had to survive in the world." Raised in Europe, he learned seven foreign languages, becoming fluent in each, including French, Spanish, German, Italian, Portuguese, Chinese, and Russian. His linguistic skills and photographic memory opened many doors for him during career. His translation of one speech by President Nixon drew the attention of French President Charles De Gaulle, who remarked to Nixon "You gave a magnificent speech, but your interpreter was eloquent." From 1981 to 1985, he was Ambassador at Large in the Reagan Administration, visiting more than 100 countries, and from 1985 to 1988, he was Ambassador to the United Nations. From 1988 to 1991, he was Ambassador to Germany, and assisted in the negotiations that reunified East and West Germany.
