S. Earl ROUCH, 76, 329 West Ninth street - Superintendent of Fulton county schools from 1922-59 - died at 7:05 a.m. today at Clearwater (Fla.) hospital. Arrangements are pending at the Foster & Good funeral home.

Final rites for S. Earl ROUCH, 76, 329 West Ninth street, former Fulton county superintendent of schools, will be at 2 p.m. Tuesday at the Foster & Good funeral home. The Rev. Laurence I. SMITH will officiate.
Mr. Rouch died at 7:05 a.m. Friday at Clearwater (Fla.) hospital following an illness of one week. He was vacationing there with his wife.
A native of Fulton county, Mr. Rouch was a public school teacher for 19 years before becoming county schools superintendent in August of 1933. He held the post until the middle of his seventh four-year term in June of 1959, when he retired.
Russell D. WALTERS, then Kewanna principal who now is principal of Riddle school here, was named Mr. Rouch's successor. Walters held the post until April of 1965, when he resigned and it was decided not to appoint a successor.
Mr. Rouch was teacher-principal at Grass Creek six years and also served as principal one year at Grayville, Ill.; two years at Cayuga, Ind.; four years at Morocco in Newton county, and six years at Akron bfore becoming superintendent.
A native of Grass Creek, he graduated from high school there, attended Indiana State university, earned an A.B. degree from Indiana university and a master's degree from the University of Wisconsin.
Mr. Rouch was born June 25, 1892 to Ezra and Ida REED ROUCH. He was married to Mabel POWNALL, who survives. He was a member of the United Methodist church, the Akron F&AM, the Leroy Shelton American Legion post here and was a veteran of World War I.
Surviving with the wife are a brother, Lloyd [ROUCH], R.R. 1, Rochester; two sisters, Mrs. A. A. NICOLL, Logansport, and Mrs. Ross FRY, Winamac, and nieces and nephews. A sister and a brother preceded in death.
Friencs may call at the funeral home after 4 .m. Monday.
