Civil War Union Brevet Brigadier General, US Congressman. He served during the Civil War first as a 1st Lieutenant in the 1st Ohio Volunteer Light Artillery, then as Colonel and commander of the 11th United States Colored Heavy Artillery. He was brevetted Brigadier General, US Volunteers on March 13, 1865 for “faithful and meritorious services during the war”. After the conflict he bought a plantation in northern Louisiana, was admitted to the Louisiana State Bar, practiced law in New Orleans, Louisiana and was delegate to the Republican National Convention in 1868. Upon readmission of the State of Louisiana to representation, he was elected as a Republican to represent Louisiana’s 1st Congressional District in the United States House of Representatives, serving from 1868 to 1869, and from 1870 to 1875. After an unsuccessful bid for re-election in 1874, he resumed the practice of law in Washington, D.C.
