U.S. Congressman, U.S. Senator. He graduated from De Pauw University in 1886, studied law, was admitted to the bar and commenced to practice law in Winchester, Indiana. Entering politics, he was elected as a Republican to the Fifty-fourth Congress, serving (1895-97), reelected to the Fifty-sixth and to the four succeeding Congresses, serving (1899-1907). Not a candidate for re-nomination, he was elected as a Republican to the U.S. Senate to fill the vacancy caused by the death of Benjamin F. Shive, serving (1916-33). After leaving the Senate, he continued the practice of law in Washington, D.C., until his death.
