United States Army General. Born in Honesdale, Pennsylvania, he graduated from West Point in 1920 and was assigned to a Coast Artillery unit. He served in various duties and after the start of World War II, was promoted Brigadier General in June 1942 and assigned to General Eisenhower's staff. He was promoted Major General in 1944 and helped form the plans for the invasions of North Africa, Sicily Italy and sent to negotiate the German and Italian surrenders in 1945. After the war, he was assigned to the Strategic Survey Committee of the Joint Chiefs of Staff, at the rank of Lieutenant General and was later named Deputy Commandant of the National War College. In March 1955, he was promoted full General Commander of U.S. Army Forces in the Far East and named Chairman of the Joint Chiefs of Staff in September 1960. In November 1962, he was appointed as Commander of US Forces in Europe and served as Supreme NATO Allied Commander, 1963 to 1966. He retired from active military service in July 1969 and in 1975, President Ford appointed him to the Commission on CIA Activities.
