William Joseph Stratton was the son of English immigrant, John Stratton and Lake County, Illinois native, Mary O'Boyle. He was also the father of William Grant Stratton, who became a US Representative from Illinois, an Illinois State Treasurer, and a Governor of Illinois.

In 1929 he was elected Secretary of State for Illinois as a Republican. He served in that position until 1933. He also served as the first Director of Conservation for the state of Illinois and Illinois State Treasurer.
