US Congressman. He was admitted to the bar in 1897, commenced law practice in Decatur, Illinois and served as Mayor of Decatur, 1909 to 1911. In 1913, he was elected as a Democrat to the Sixty-third Congress, serving until 1915. A unsuccessful candidate for reelection, he resumed legal practice and again served as Mayor of Decatur, 1919 to 1923.
