The son of Nebraska Senator Thomas W. and Rachel I. (Moore) Tipton of Ohio, Will M. Tipton was a teacher in Brownsville, Nebraska, before going to New Mexico in 1875 to work in the Surveyor General's office in Santa Fe. He learned Spanish and became an expert in interpreting land grants and handwriting. In 1892, he was appointed as a special agent and Spanish expert to the United States Attorney for the Court of Private Land Claims. In 1901, he was sent to the Philippines where he established the Bureau of Public Lands for the U. S. Government. He returned to the United States in 1906 and worked for the Federal Government exposing fraudulent land claims throughout the Southwest until retiring to San Jose, California. His first wife was Felipita Gallegos whom he married in New Mexico in 1876. His second wife was Eleanor Tipton, whom he married in 1894. He then married Alice J. Stevens in Los Angeles, California, in 1913. He was the father of Mary R. (Tipton) Spencer. He died unexpectedly in San Jose following an operation.
